Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of conflicting incidents captured the harsh reality of the current period. By day, political struggles are fought: hopeful statements are released from multiple capitals. Immense energy is devoted on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from Russian territory, a capability provided through timely intelligence. From vantage locations, military aircraft that had been scrambled to counter approaching aerial threats flew past – advanced fighter aircraft delivered to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems engaged: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely provided by partner states. Every deployment jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to grim resignation: possibly the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and further power outages.
Ongoing Risks
Soon after, a large-caliber weapon engaged a drone close by, part of a rapid response unit – almost certainly imported technology. Regrettably, the bullets missed the opposing UAV – it maintained course toward its objective.
With pauses, this carried on until dawn. Kyiv awoke to the morning news: several casualties, destruction and utility failures in many homes as a result of the night's assault. As always, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a need that regional partners are clearly incapable to replace in the immediate future.
Failed Diplomacy
The detailed framework from US administration sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new approach from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, certainly, persist.
Political Considerations
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington operates on a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is unrealistic to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's occupied territories.
The problem is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the status quo will not shift further in its advantage in the months ahead.
Divergent Views
Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding lives and land but preventing a total frontline collapse until situations evolve in its advantage.
Current Realities
Objectively, there are no genuine requirements for a truce. Now, personal considerations are coming into play: political desires to broker a ceasefire and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a only one week to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.
While new initiatives based on old ideas are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show certain reluctance to modify developments, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, mainly require ongoing international assistance.
